The Labour Party policy document on transport seems to have disappeared from their web site as part of the "Road to the Manifesto" exercise. Here is their policy index page.
The Tories also seem reticent about admitting to having any policies but here is the Conservative Home Page. Perhaps the Conservative case is better expressed in Department of Transport press releases. Here is an index of them.
